College Inmate Population and Law Enforcement

College is an unincorporated community in Fairbanks North Star Borough, located on the western edge of Fairbanks near the University of Alaska Fairbanks campus. Because College is unincorporated, it does not have its own city government or police department. Law enforcement in the community comes from the Fairbanks Police Department and the Alaska State Troopers.

The Fairbanks Police Department covers much of the greater Fairbanks area, including parts of College that fall within or near city limits. The FPD can be reached at 911 for emergencies. The Alaska State Troopers cover unincorporated portions of the borough. For most residents of College, the Fairbanks Police Department is the primary contact for law enforcement matters.

When someone is arrested in the College area, officers from FPD or the Troopers handle the booking process. Arrest records for College residents and incidents in the community are held by the Fairbanks Police Department and the Alaska State Troopers. Under AS 12.62.160, any person may request Alaska criminal justice information from the state. Name-based checks cost $20. Fingerprint-based checks cost $35 and provide more reliable identity confirmation. Fingerprint submissions use the standard FD-258 FBI form and results arrive by mail within 2-3 weeks. Both types of checks are available to people requesting records on themselves or others as allowed by law.

The Alaska Public Records Act at AS 40.25.100 through 40.25.295 governs access to arrest records in College and all of Alaska. Agencies must respond within 10 working days of a written request under AS 40.25.110. Records related to open investigations, juvenile cases, victim information for certain crimes, and medical data are exempt under AS 40.25.120. All other records are generally accessible. Hearing times, probation conditions, and sentencing details are not shown online. For that information, contact the Fairbanks Clerk of Court or review the physical file at the courthouse. Cases filed before 1990 may not appear in the online system.
